Can not copy spell *Spoilers*

I have found a 9th level spell "Scroll of Abyssal Fury" but can not put it in Dak'kon's spell book.
Get message that his intelligence is not high enough. He is a lv 12 mage and I have his intelligence boosted +2 with the Tattoo of Revelation, but that only brings his intel to 15.
1.Is there another way to get his intel up?
2.Have I missed something that would have done it?
Currently in Crust Prison for 1st time. Spent a lot of time in Modron maze building exp. levels.

You can have him eat "Cranium Rat Charms", some merchants sell them in unlimited numbers. They cost 60 gp each, raise int by 1 for about 1 hour and are cumulative with each other.
But it won't matter anyway if Dak'kon learns this spell or not.
