Un-openable door in the Government district

Hey,just a quick question if anybody has some insight,I've always wondered about this door when I come across it in the government district,has anyone managed to open it or is it a quest that was left out of the game.

When you open the map the door is opened but when you go to the door it is closed and says it is barred from the inside,anyone have any ideas

These doors are one of the EXITS from the Delryn mansion.You can enter Delryn mansion only if you have Anomen in your party and you can exit it via two ways:the way you entered (where the guard is) and this door.
