Just bought the pitt/anchorage disc. When you try to install the 1.4 patch it downloads for a few seconds but then the Fallout Start screen kicks in and I don't know if the load continues. Do you just wait and it loads? How long? -as you can't seem to minimise the Fallout 3 screens to see what is going on.
I note something similar happened when I tried to load a Fallout 3 patch last time I had the game installed.

I found another forum phrased the problem much better than I have:
1) After starting the patching process, you should see two progress bars. The object is to get them to completion. This will be a pain in the neck because of what happens next.
2) Once the patching executable is almost complete, a dialogue window will pop up, and then the game/patcher will try to launch the OLD Fallout 3 executable. DO NOT LET IT. You want to cancel the launching process, thereby closing the Fallout 3 application. If the application is running, the patcher will not be able to save the changes made and the executable will revert to 1.0.0.
3) Once you have closed the Fallout 3 executable, you will be able to go back to the popup window (part of the patching) and finish out the process. As it completes, it will update the executable. It will not be able to do this if you haven't killed the Fallout 3 process, so make sure the Fallout 3 executable is NOT running.
Successful patching of this game requires knowledge of how to kill specific processes while leaving others alone. Why is it such a hassle to patch this game? Because the distributors were foolish enough to include SecuROM as part of the software package, and the developers can't be bothered to fix what appears to be a software conflict.
Unfortunatlet I can't really work our how to kill/ close the executable, as the popup box is only there for a second or less. This is a really lousy bug- no extra content, wasted money.

But, I finally gave up and just ran the 1.7 patch. Not that it made that much difference as far as stopping freezes and ctd issues, plus now I have a wild mouse issue! sigh During the game play and especially inside my PIP window the mouse is uncontrollable, it fly's from one side of the screen to the other with the slightest movement.
Makes it very difficult to use buttons, let alone aiming to shoot anything.
