If you are going pure cold sorc, you likely could max both skills. A sorc with max'ed blizzard, glacial spike and ice blast.

@Epitaph: I wondered if you were going to use Blizzard as your main attack and was looking for a non-timered spell that you could spam out between your Blizzards.

Most pure cold Sorc would max out both Ice Blast, Ice Bolt, Glacial Spike and Blizzard. Ice Blast would probably give you a better mana/damage ratio than Glacial spike.
