I'm at level 18. Have 1pt in Magic Arrow; 1pt in Multiple Shot; and "Guided Arrow", which says level 18, won't allow me to put my 1pt in ?
Am I missing someting ?
Both Magic Arrow and Multiple Shot show on my attack buttons. Both are lighted. But Guided Arrow won't light up.
I'm now at level 19 and Guided Arrow still won't light up ?
If I can't put points into Strafe, how should I allocate my points ... have 10+ saved up

are you sure that you dont have items who bosts magic arrow and multiple shot? you have to have points in them before you can lvl up guided arrow. and are you sure that there is not any other skills too that are required?
I once had a little teaparty, this afternoon at three, twas was very small, three guests in all; I, myself, and me. myself ate up the sandwhiches, while i drank up the tea. twas also i that ate the pie,and passed the cake to me 
Grimar - I see no modifiers on any of my items that boost Magic Arrow or Multiple Shot(... my equipment boost no skills). Both have a white "1". I believe if a skill is boosted by a modifier, isn't it in blue ?(... if I remember correctly from prior characters). I remeber putting points in to get my prerequisites out of the way. The tree is: Magic Arrow, Multiple Shot, Guided Arrow and Strafe. You can get Guided Arrow also via a side route with Cold Arrow, if I remember correctly. I just killed Andariel for the 7th time and added Gold Gloves/Boots/Ring, so I'd hate to have to start this all over. I'd rather just chuck the Strafezon build and put the points elsewhere
. Already invested alot of pain/hours and I don't feel like starting from square one :-(.
I've rechecked my equipment and the tree "over and over", and unless I'm having continuous braincramps, I have no idea why Guided Arrow stays blacked out.

it's correct that point bonus is white, and item bonus/magic bonus is blue..
but now i know what your problem is.. you see. when there are two paths to an skill, but need to be fulfilled before you can chose it. you have to have one point in all the skills that points to the skill you want.. i hope you understod that.. (you need one point in cold arrow i think)

I thought I was losing my mind; the game/build was bugged or my eyes were playing tricks on me.
Appreciate you saving my sanity
I thought, oh no, have to start another character from scratch.
Just a newbie making another newbie error.
I saw Cold Arrow lit up, but didn't want to go the "elemental" path and waste a skill point.

I'm guessing, after all my questions, other newbies would benefit
I saw the Cold Arrow and thought, darn I could have saved skill points coming from the side.
Then I thought maybe the top-down option was for those who wanted better skills early on.
I know this game is "BIG" on options/choices: per character, per character + build etc...
So, I thought they were giving me a choice on how to get to Strafe.
Well, at least Andariel is dropping good stuff.
So, another full night should flush out all her drops ?
I learned the hard way: "come here and ask questions before experimenting" with character builds.
Saved me so much time/frustration/aggravation
I can see this game is heavily weighted towards finding the best equipment.
I'll never get by on "good gameplay", so I better have good stuff
