Trouble with Eva's Contempt (Spoilers)

I have talked to the first guy with Eva that gave me the quest. We also went and cleared out the first prison and talked to the prisoner. He mentioned a strange phrase he heard (I assume a password), thanked us and left. When I go to the second prison, indicated by the flashing white star on the map, the guard keeps telling Eva she doesn't have the right information. Did I miss something? I went to the third one (which doesn't have a star on the map yet), and back to the first to see if I missed anything, and still the same result. Any ideas? And yes, I have the latest patch.

You have to do the prisons in a specific order. West to east if I recall. If you did start at the west-most prison, I am out of ideas. Sorry.

Do you have Eva selected when you talk to the guard?

Thanks for the questions guys, but unfortunately yes, I started with the first
(most west, it also had the star on the mini-map for me), and yes I had Eva selected. Any other ideas?

What does your quest log say to do next? You could always try talking to the prisoner in the first prison again, but it's sounding like you have a bug in your game.
