Pretty much when you can kill typhon. I started Epic at around level 18ish, maybe I was just lucky with the loot I found, but yeah, when you have the ability to kill typhon with relative ease, you should be good to go.

I glided through without killing monsters. Basically, I killed a few to level, then the main bosses, and that got me up to 18, I didn't kill off every single monster that came my way.
