Elementalist build

Hey all,

First post here. Only been playing a few days. I'm thinking about an elementalist build, but wanted to know first if things like Heart of Frost and Circle of Fire can be active at the same time. And the same with Storm Nimbus and Earth Enchantment. If you can't stack those together then what is a good build for those two trees? Or isn't there one? Here's what I was planning on:

Inner Fire: (Rank: 8 of 8)
Conflagration: (Rank: 1 of 8)
Wildfire: (Rank: 1 of 12)
Fragmentation: (Rank: 12 of 12)
Volativity: (Rank: 12 of 12)
