I have searched around but with no luck. So I will ask the question.
Everywhere I have looked, it only explains on how the "honor system" is going work and how great it is because you will be able to purchase better gear and stuff, but if you look at some of the gear you can purchase, it still requires a specific rank in order to be able to get it even if you have enough honor and marks to make the purchase.
As I read the FAQ's and forum post, it looks like the only way you gain a higher "Rank" is to participate in the Arena, but it’s only available at level 70. Is this the only way I will be able to get a higher "Rank"? My friends get all PVP gears .But they bought the powerleveling service from plsale.com .So I want to know how the staff from plsale.com get enough honors and high rank. Apart from the "Honor” points or am I missing something?

then do PvP till you can buy it....
this is how it works now
instead of rank, you earn honor points.. use those honor points to buy stuff from the merchants that sell PvP good. (hall of legends on horde side)
earn enough honor to buy all the HWL items, and there you go
