Items: "Grants Skill:[Skillname]"

Items: "Grants Skill:[Skillname]"
I've always wondered something, what exactly does Grant Skill do on an item. For instance, lets say you have Grant Skill: Squall, where would you go to level up Squall if for say you didn't have Storm as a mastery?

You can't. Grant skill items are always level one. Even if you were storm and leveled squall to max when you used the ITEM the effect would be a level one squall. Of course it wouldn't use mana like when you cast.

Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.

Ahh, I see.
But what if you had say an item that grants a skill and another item that gives bonus levels to all skills or that specific skill per say? Would that be higher level?
