By doing quests. First bag comes near Medusa, Second comes at the beginning of Act 2, third comes near the end of Act 3, you don't actually obtain them just by looking for them, they're just part of the main questline rewards.

You can't get them in epic or legendary, duplicates that is. And you shouldn't need to find them again in epic or legendary if you missed them in normal, as considering it's part of the main quest, it's kind of hard to go forward in the story without them in normal.
