Neither. Some items are just better than other items.

SWC
Sir Edmund: "Should you obey the lord who asks you to put a village of innocents to the torch? Is that chivalrous? Is it noble?"
Me: "It's a great way to get promoted, I know that much."

Magicals can be better then both, if your lucky an item will drop with 4 random but very powerful props, i mean potentially you could get an amulet with +400str or +400int, i've found an amulet with THREE of the same properties

Most of my characters are wearing about 60% set items, 20% rare (green), and 20% unique (purple) items. The problem with sets is the bonuses they give; the individual items may be so-so but I don't want to take them off because I'll lose the bonus I get from wearing a complete/partially complete set. So you always have to take into the account the set bonuses when upgrading.
