Random Enclave Soldier

I thought that there wouldn't be any random Enclave Soldiers in the Wasteland until after having found your dad in fallout. The reason I'm asking is because I found 1 random Enclave soldier that I quickly killed. Was this a glitch?

I don't think so as I have seen several times random Enclave soldiers. Usually those are rare, but near their base the encounters are more frequent.

Supposedly, you are not supposed to encounter the Enclave until James reaches Project Purity.

With the addition of Broken Steel, this was changed.

If you have Broken Steel installed you will encounter a lone Enclave Soldier. One place of note is near the bombed house on the road to Super Duper Mart from Megaton, at level 4.

so Broken Steel does few changes? I'm just on it first time ...
