How to recruit Oghren? (Spoilers)

In the GameBanshee page of Oghren it says that he offers to join you before you leave for the Deep Roads.

I sided with Bhelen and lady Dace asked me to find her father. So I set off for the Deep Roads but Oghren didn't ask to tag along.
Before that, I had seen him in the tavern and whichever dialogue path I chose, he always answered something bitter and returned to his drink (no recruiting option).

Did I do something wrong or he will ask to join later on?

I sided with lord whats it and when I went down the dark roads he joined in.

He joined me only after i received a quest to look for Brankha.

After dissuading the two nobles from voting Lord Harrowmond, Bhelen asked me to take care of the dwarven mob. Is looking for Branka later on in the Orzammar quest?

With so much conspiracy in Orzammar I think I'm going to come across a chest containing Florida votes anytime soon...

Yes it is after that. The quest to find Branka is in the end of the questline each noble will give you,after the "carta" quest. Right before you go to the Deep roads Oghren will appear in front of you.
