The manual says that "Intelligence is important for wizards..... Intelligence also grants additional skill points, making it useful for any character."
I'm guessing just the base intellect scores apply toward the extra skillpoints, and having items with +INT doesn't have any additional effect..?

The base int score controls how many skill points you get. The modified int score is useful to wizards (it controls the dc of spells, and the highest level spell that can be cast). Depending on the campaign you're playing, there might also be some int checks in dialogue, which use the modified int score.
