Is the chewing gum on the Santa Monica Pier just lying around for fun, or can you actually do something with it? Just curious...
And I think I heard that you can play in the game arcarde on the Pier... Is that true?

You can use the chewing gum for an optional quest. As far as I know, you cannot play the game at the pier.

...nah its part of a hidden quest in this game in the pier.
You would speak to a guy in a pier who wanted to become a human again and you would con him forcing him to buy some useless stuff you have found in the game like stakes and the gum and even blood also if you have higher persuasion he could give you all his money without losing those stuff you find.
Its a money scheme quest.
There is also a money hidden scheme quest in the santa monica if you have a higher persuasion like the properly dress guy near your haven.
He could give you some extra cash in the game.
