Can only use Morte's Skull Mob twice a day (possible spoilers)

I've got Morte - and he upgraded after talking to Fall From Grace. He's a level 9 fighter at the minute but he can only use Skull Mob 2 times a day. All the guides online say he should be able to use it 3 times a day so is it a bug? or will it increase later?
