Penalties wearing armor....HELP!!

I have the CE version and I have put in points to my light armor/medium and light/medium sheilds...YET I STILL are given penalties when I wear them!!

my class is Adept.

what am I doing wrong???

Some items also have a strength requirement. Perhaps you're missing that.
