how do i enable cheats?

how or where do i put the "-console" parameter to enable me to put in cheats???

On the shortcut on the Desktop, right click and go to properties for the icon. Where it shows the location of the actual exe file, go tot he end of it, hit space, then type in "-console" and that should do it.
