I found out the hard way and had to start over again.
Starting Perception 5
Perception Implant +1 = Perception 6
Four Eyes advantage -1 without glasses, +2 with glasses... it means my TRUE perception was only a 5.
I wanted to take SNIPER, but was unable to do so...it takes a perception of 6, so I would have to take an intense training to get my perception to 6 to get SNIPER and BETTER CRITICALS

So without glasses, PER = 5, with glasses PER = 8? I'm assuming you were wearing glasses when you leveled up to get the SNIPER perk. Seems like a rip-off that the Four Eyes perk counts against you if you aren't wearing glasses, but it doesn't count for you if you are.
Can the answer to this question be "No"?
What actually happens is that when you chose "FOUR EYES", it will lower your perception by 1 permantly. It would be nice if the Perks Sniper and Better Criticals went off your true base Perception.
