Okay, so I tried making a Wizard with 3 Intelligence and level 30, just for kicks. I browsed through his spellbook and realised he had 4 level 9 spells available. Now, I may have misread something somewhere, but isn't the formula for the highest level of spells you can cast 10+the level of spells you wanna be able to cast? Like, to be able to cast level 9 spells I'd need 19 Intelligence? What gives?

Was he actually able to cast these spells? Because you can still have them learned, just not have the spell slots to cast them.

Ahh, I see now. You can learn the spells, but the casting bar is full of spells beyond the Wizards casting ability, as the description goes...

Well, I guess that's that.
