If Skyrim is like FO3, you might need to leave town for a while to get shops to reset.

SWC
Sir Edmund: "Should you obey the lord who asks you to put a village of innocents to the torch? Is that chivalrous? Is it noble?"
Me: "It's a great way to get promoted, I know that much."

You need to learn how to abuse the game mechanics
The problem is that the people with the most ridiculous ideas are always the people who are most certain of them.

I believe I read that it takes 2-3 "days" to replenish. Not sure if you have to leave the city limits or not.

As for the map, the quests don't give you detailed directions to anywhere and I'd hate to wander until I blindly found it. I guess that's one way to play but I'll pretend they had some advanced mapping back in the day.

I find 2-3 days to get resupplied.

However, there are mods to beef up the gold inventory for merchants if it's an issue for you.
