Missing attributes
Im currently playing oblivion with OOO. But for some reason my luck has been reduced by 1 and my intelligence by 4 compared to what these stats are when i level up etc. And my problem is, i really dont know why, or how to get them back to normal. I have tried to remove all my gear, just in case i have missed some negative effects and i have checked the active spell effect i have, but none of them mention anything about lower intelligence/luck. Does anybody know what i can have missed or is it a bug?
Some potions effects and enchanted effects can cause this without the effect showing on the spell tab. Have you tried restoring the attributes with spells or potions?

Are you running and mods that require you to eat/sleap/drink?
Whatever the case, these stats do get bugged from time to time, even in vanilla. Going to an altar, casting restore spells or drinking restore 'attribute' potions will still fix it.
