Windspear Hills Random Drops

I have heard that fighting the orcs that interrupt your rest in the Windspear Hills sometimes drop incredibly powerful items, including high-level scrolls. Do these orcs sometimes drop Chain Contingency scrolls? How about scrolls of Shapechange and Abi-Dalzim's Horrid Wilting? If they don't ever randomly drop these, where can I fight enemies over and over again until they drop these spells?
