This is a late response, I know, but I don't like unanswered questions...

If I think I understand you, there is a mage near the first teleporter stone I usually encounter (though it might be your second if you go left instead of straight after starting a new game)... when you walk straight through the first town down the path after exiting the opening area, there's a teleporter stone to the left and a mage in grey who'll give you a quest to activate the stones.

He'll also give you some carrying teleporters after completing some of his quests. You should be able to teleport between any two activated (touched until it glows blue) stones after this...

Also, tip/word of advice; be careful when resetting your stats at the special priests, also when equipting items with skill mods; especially horse-riding. I remember once I equipted a set of arrows that gave horse riding, and days/weeks later when i unequipted it, I couldn't figure out why I couldn't access my horse storage. I panicked for a while, before realizing that I hadn't actually put a point into horse riding yet.

The trick is when picking up or using the stone it matters how close you are. So if it is only picking it up change your distance. I forget how you throw one down it's been a while since I played.
Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.
