What does this do? I noticed no effect when I used it.

I haven't personally tested it, but iirc it resets the cooldowns for all your spells.

On the Nordic fora, they said it lets you cast spells virtually instantly. I'll try both options.

I tried using Flash today, and I still don't see an effect. I cast a Fire Nova and then a Flash, and it didn't reset the cooldown. Then I tried casting Flash followed by a Fire Nova right afterwards, and it didn't change the cooldown there, either. Maybe like 2H Dual Weapons, it's supposed to do something but doesn't.

My mistake, it's cast time, not cooldown. I misremembered. It's for spells like fireball that take a few seconds to cast.
