Do bards only get lvl 6 spells??
And why can't blade's use ofensive spin and tenser tranformation togeter

Yes, bards can only cast spells of 6th level or lower. This is because they lack the intensive training that the higher-level spells require.
You can't use an offensive spin and Tenser's Transformation together because the Transformation prevents the use of all other spells or abilities (they're greyed out).
