What goes on in the Gov. Dist. Prison?

What goes on in the Gov. Dist. Prison?

I've played through the game several times, admitedly, with the same character (I'm pretty buff by now), but I've never come across a reason to even go into the prison in the government district. My PC is a Paladin, so I don't have evil char in my party for long (usually just long enough for a short quest or comic relief). Is it part of someone's quest?

i think it is part of the nalia quests, but i don't know because i never keep her :)

Its basically for minor petty crimes and criminals while the major villains are taken away to youknowwhere.

My first round though SoA (months ago) I went to jail. There was a prisoner who told me to save her. I attacked a guard and killed him. There was no reputation loss in killing him. BUT, much to my ashtonishment, the prisoner had turned hostile...

Somewhere i saw a thing about Haert'Dalis accused and put in prison for you to rescue (finding proof of his innocence). Not sure if it goes in the game (i checked scripts and dialogs a bit, so it might be a dead branch as well). Never have kept him, though, so nothing for sure.
