Dash and Boots of Speed
Do the speed bonuses stack? I can't find a solid answer anywhere.

Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.

Dash increases movement rate by a percentage (15%) on top of your usual speed - imagine your character suddenly getting a lot better at running - as for the boots of speed it increases movement rate and as such it should technically stack above dash which is a feat (as a physical feat it is permanent).
Of course you could just take all your characters that run normally and those that have improved speed and race them all to see who is fastest.
