Especially for Rogues, as they reach lvl 40 a lot sooner than the rest of the classes. Where can I get one? Is it included in the Ease of USe/Tweaks pack? I installed it a long time ago, so I can't recall, and I'm not sure if it would cover the "gap" between the rogues' lvl 39 & 40.

You can always check by using the 2da editor (http://sorcerers.net/Games/IEmodding/index.php bottom of the page). If the values in xpcap.2da (in override folder) are -1 then the level cap has been removed.
That doesn't give the benefits of levels>40 of course you need the rest of the 2da files as well , check the relevant CLABxx## file to ensure it goes above 40. For instance for a bounty hunter's 2da is CLABth03.2da.

I believe so but I install so many things that I can't be sure exactly what does what; hence my suggestion that you check to make sure.
