I'm stuck... HELP

I can't go down to the 3rd level in catacombs

Just north of the silver fire on the second level is a starway
I can see it but i can't toch it. Do i need the fragil elven key
to open the door northeast of the silver fire or is there a secret
door in to the stairway

If I need the key where is it
If there is another way down can someone please tell me

That is the one stair down. You need to get to it through the Cult areas. You may need to go back up to the first Cellar and down a different staircase to end up in the Cult areas of the second Cellar. I don't believe that you need any special (read, unfindable) keys to reach that staircase, there's just a big battle with a bunch of cult mages and soldiers before you can access it. Check your map, make sure you take a staircase down to the Cult area, and you should be able to reach the stairs you see with no problem.

It is correct that you don't need a special key to get to the staircase to level 3. All you need to do is to get down to level 2 bij means of the staircase tot the far right of the map. Or go a really long way around. If I remember correctly, you can walk al the way towards this staircase if you have reached the silver fire, but it is quite a long walk (but then again, doesn't that happen more often in this game?).
