maybe i missed it or not got to it yet but where is the hinged device that you use on the broken dwarf statue at the house of gems?

You get the device from the ghost dude in the house of gems..you need to get to the point where you have a quest about getting a new gem for the mythal or something though which is pretty much later in the game though.
