Dual Class Special Abilities

When will I actually get my special abilities?

ToB Patch claimed that u will get the special abilities when the total xp of both classes add up to 3mil. Read somewhere that this only applies when starting a new game, or will u start getting special abilities only when your second class hits 3 mil xp?

I think the 3mill exp thingie was meant for multiclass characters, if you are dualclass you will get the special ability when your active class hits lvl 20 ( 24 if you are a thief ).
