is there any item that raise your intelligence. I am tired of having it say you can't learn more spells. Thanks in advance

Simply drink a potion of Genius. This will help you learn the spells you need, and when it wears off, you will still have the spells in your spell book, and you can still cast them.
If nothing we do matters, then all that matters is what we do.

Or you could remove spells that you'll never use anyway, or is that only a ToB feature?

It's a ToB-only feature.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
