Every time I just about have the fallen paladins beat thw damn cowled wizards show up and kill me!!!!!! This happen even tho I do not use magic.
For some reason my characters find this a hard fight and I am unable to win this battle........I could without the wizards showing up.
any hints/ideas???

I am definately not the most wise when it comes to answering questions so these are just my suggestions.
The easiest way to get rid of the problem of the cowled wizards is to travel to the Government district and visit with the Council of Six to purchase a license to practice magic within the city. It will cost you $5000 (I know it is a bit steep, but it really does help when you run into some of the more dangerous baddies while meandering about the public areas of Athlatka)
As to what is triggering them, it may be one of your magic items automatically kicking in or one of the spells cast by the baddies that is reflected or mirroring off of you. More info would be required to determine the exact cause.

Are you sure that you're not using any magic at all? It doesn't have to be combat-related magic, if you cast Haste or Globe of Invulnerability before you engage the Fallen Paladins, the Cowled Wizards will show up.
I've never heard that using spell-like effects from magic items will cause the CW to show up.

Yes, this is a known problem with Keldorn's Sword. Baldurdash has a patch for it: Hallowed Redeemer Fix.
