Amkethran troubles (spoiler????)

In the Amkethran tavern you are approced by Marlowe, who asks for help. H says he can't go into specifics but will tell you in his home. Arriving to his house I waited a long time but no one turned up. I found Marlowe back in the tavern, tried to iniciate conversation, but no response.
Is this a bug anyone else has experienced, or does one have to complete the enclave quests first? Thanks in advance

He should be in the 2nd house on top of the cliff.

Even if you don't get the quest, it wasn't worth a hell of a lot.
