I have five badges: the miners pickaxe(Marketh), Joril's axe, the eye(Malveon), the dove(Perdiem),and the unicorn head(Ilmadea). I apparently need a sixth badge to enter the upper level of the church/temple. Does any one know where I can find the other badge?

You need to go back to the area that had the big table with the runes. (This is the area reached by going across a bridge.) To the left of the room with the table is another room with an entrance to a cave, in which you'll find Krilag. Check here for details.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
