We can give you a better answer if we know your party configuration.

If you have a thief in your party, you can have him set 4-5 traps near the entrance and lead Nizidramanii'yt over them. Nizidramanii`yt throws up Stoneskin, so you'll need to cast Breach before you can do any damage. Have your mage put Lower Resistance x3 into a Spell Trigger and use that on the dragon. Cast Greater Malison then Spook on it to render it helpless or Greater Malison + Finger of Death to kill it. Summon some monsters to melee it while your fighters attack from a distance.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I've never had a problem with spell triggers (breach, malison, lower resistance, feeblemind), and just whacking him; usually it's over quite quickly. Usually I first cast Wizard's Eye to see where everything is, then get everyone ready with their actions. Greater whirlwind can help; never used traps for this specific dragon, but sounds like a good backup. If he manages to cast entangle, it's best to make sure to have free action on your tanks. (That insect plague can be annoying, but often you can smite him before he casts it.)

Drink a potion of insight before talking to him and convince him to give you the thing in exchange for your treasure. Just remember to not carry anything you want to keep.

I forgot about the treasure option, but what's the experience difference between the two? Not to mention that by not killing him you miss out on one of the best armors in the game..

Get a Free actioned scout to talk yo him, whilst your party is back and getting/is ready. when he sets of his Entangle...run back and shoot him with trigers, the whole show!thankfully your outm of range of the entangle but he shouldn't be (Malison and MR down)

Of the four dragon should be the easiest, because you are of higher level.
In my last party I had an inquisitor and he took it down almost alone toe to toe: only cast imp. haste from ring of gaax and with girdle of giants 21 str and Carsomyr was down quite easly (inquisitor is immune to hold and has amazing saving throws).
the only help from my party had been a coupple of call lightning from Jaheira and Minsc.
