If you talk to the duergar merchants, they will tell you of a battle involving a mage that got imprisoned. They also sell a scroll of Freedom. Use the scroll (you probably can't inscribe and memorize it because of your level) to free the mage. He will then ask you to retrieve his spellbook and later to guard the portholes while he travels to other dimensionsseeking tresures.

Cast freedom, and amage will apear near a Staligmite mound nar the centre of the map, bargin with him about treasure and the portales.If you want when he gets the treasure you can kill/bargain for more stuff.
However, before doing the above, you may just want to kill the elementals that come through for the XP (they do stop spawning eventually).
There's nothing a little poison couldn't cure...
What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
