Nalia Romance Help (Spoilers)

I'm up to the part of the romance, after where Isaea gets taken away, by what look to be Cowled Wizards, and it says in my Journal that I can now make the marriage with Nalia legal.
I have tried talking to everyone in the Government building, and still to no avail. Who do I have to go to, to get the marriage legal, or is it not possible to get the marriage legal?

It actually says that the marrage is already made legal. I wondered at this anyway, but it is confimed in later dialogs.
