Why is it that Edwin gets tons more spells per level than my mage (atleast 18 for every stat), his intel is lower(?) and he has no special abilities. This gets me down cause I want my mage to learn all the high level and one off spells but should give them to Edwin as he has more spell slots.

The Intelligence does not influence the number of spell slots you get, only the number of spells you can inscribe in your spellbook.

Edwin is, bar all, the best mage you can add to your party in BG2. His intelligence is 18, which can't be beaten with native stats. His family heirloom, an amulet, gives him more spells per level. If you want a mage powerhouse, consider adding him to your team.
