Dwemer/Aldmeris Translator

I've been doing some quests at the Dwemer ruins and I've found a book that I'd like to analyze.
The book name is "Hanging Gardens" which Edwinna claims could be the key to translating Ancient Dwemer language but I need a Dwemer scholar who can read aldmeris scripts. Who and where is this guy ?

there is one dwarf left on the island who can do it but I have not found him yet

the dwarf is in the corprusarium in Tel Fyr (very bottom of course). yes it is exactly what it sounds like: chock-full o' corprus dudes.
