If I put items into cabinets, will it stay there forever?

I can say that from first hand experience that, yes. It is totally safe to store items in a container for as long as you want. I can vouch for this from the very first version up to the very last patch which for me was 2.3037. I don't know about Throne of Bhaal, but I don't see any reason to change it.

it seems like any cabinet or container that you open (like a table or a barrel) will store pretty much any amount of stuff forever.

I usually pick one place and store all the junk i think i might need there - my favorite place is the barrel in the corner of the store ABOVE the Adventurer's Mart, you know the guy who has "much fruit, ja?" Because I always sell stuff to him too, so i'm always in there. I have had times in SOA where I had seriously 1000 arrows, 50 weapons, 25 suits of armor, and hundreds of scrolls and potions all in that barrel, and none of it ever disapeared - it's "the barrel of holding" ;)

It seems like a lot of the key locations in the game have an empty chest, barrel, table, or cabinet conveniently located, so i think you're supposed to store stuff.

I depends on WHERE the cabinet is. Some areas reset depending on what state you are at in a quest -*- Especially stronghold quest areas -*-. Waulkeen's promenade and most outdoor areas do not reset so tables/barrels (etc.) are usually a good place to store stuff. - Curdis

Heh i personaly have two storage space one for scrolls and second one for all the equipment like armor and so what so ever, heh in the last game the one with my kenshi/mage i had over 20,000 scrolls or something! i have no clue how many i had all i know is that i had a VERY LARGE NUMBER of scrolls. nothing of them disapered and i rocketed from 1 to what level 19 mage from just reading the scrolls and when i had a spare one i just deleted it from the book and read it again.
