I can answer the first question but Im not sure what you are talking about in the second question.

1-Ordinators DO respawn, unfortunetly. It takes a few days in the game for them to respawn-not sure of exactly how many days. If you can take on 2 at a time then it is nothing to worry about except in small secluded areas within town. Outside and within waistworks you wont encounter more than 2 at a time. Trust me, I know. Im doing that right now with my current mage.

Don't know where the bookstore is, but I've found the Construction Set very useful for locating items and places.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I never remeber having to get a book for the fighters guild-and I have become leader of the Fighters Guild twice.

I would suggest, if you haven't progressed too far beyond that point, going back to a previous save and not wearing the armor in the first place.

If, however, you've made too much progress to want to go back, you must either live with your folly OR there is a plug-in that will 'reset' the Ordinators. Look for it here:

... and when I look at you I think, if I were a psychopath and we were standing on an extremely high cliff above a pounding surf that would drown out your scream ... well ... you know ...

OH! Now I get it. If you want to find the master thief he is in the back of that bookstore which is in the canalworks of the foriegn quarter. So I guess you are taking the commona tong route in teh fighters guild. Thats something Ive never done-I always do the other option.
