Get the patch, if you haven't already. Train in the miscellaneous skills to boost the multipliers for the attributes on level-ups. (It takes about 15 points per miscellaneous skill to get a x5 multiplier in its governing attribute.)
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

well you could level up your acrobatics,atheletics, sneak ...pretty easily but then again keep running, jumping and attacking. Soon enough you would be able to level up.
Or you could just get lotsa money and go to one of the trainers and keep training.
