IS he a random encounter or do you have to go and look for him? I have heard much about the good stuff he carries but havent found him yet, i am in the Asylum. Thanks Sjon :)

You only meet him in Chapter 6 - it's a random encounter. You are currently in chapter 4, you can look at your journal to see what chapter you're in. Just keep playing.
