Enchanting- Maximum Enchantments

I was wondering about how powerful an item I can have my character make by himself. I went to the master trainer and trained my Enchant up to 100. The intelligence of my character is also 100. But every time I try to make a constant effect item with higher than a 60 enchantment, my character fails. Is there a wall that anybody else has ran into for creating enchanted items? Do I just have to pay out the gold for items that I really want to make? Or is there still some percentage chance that my character can make a cool item himself?

Like making potions in Alchemy, sugest you fortify your Intelligence and Luck before attempting anything.
To be safe, boost them to 1000+.
