I forgot their real name, but where can I get em? I tried in Balmore, but I can't find one who sells them in mages guild. Any1 know which NPC's in which town's sell them?

Rising Force is their real name ofcourse. I still haven't found any1 who sells them though. Can some1 help me? I really need some to get the Telvanni Manor to name me Horadator.

Sounds like you are following the main quest line right from the start.......

You're gonna need many potions for this. Have you looked for someone to buy the spell from? If you buy the spell, then you can cast yourself (if you are a spellcaster), or you can pay someone to enchant an item.

I don't remember anyone selling rising force; it always seemed to pop up in quests where you were going to need it. Which was very convenient.

I haven't enchanted an item yet. How is it done, and what do I need to do it? I got pretty sweet gear after I killed that councilor in the Arena. I got ebony and all that. But it doesn't do me much good, cause I need to fly! Enchanting sounds like the way to go for me, where and how do I do it?

Why wouldn't you make some yourself? It's easy, really, and much of fun. Alchemy rules in the game, and very soon your homemade brews will become better than any comercial you may lay your hands on :D
However, if you are so determined on buying, go to Vivec, the High Fane. If you get here by Almsivi Intervention (use scroll if you do not have a spell) you'd be landed right near a guy having some in stock (unlimited number, though you can get only one in every transaction). So just take silt strider (or ship, whatever you choose) to Vivec and read Almsivi Intervention scroll there ;)

Though it seems I am back to enchanting. The person I am teleported next to in vivec will not trade with me, since I am first to be named horadator of all three houses. Only option I get is "goodbye". That is my ongoing quest, the one I am unable to solve without being able to fly.

Why wouldn't you make some? You should bathe in Racer Plumes by now, and Coda Flover or Trama Root is not too hard to find.
And, BTW, pressing so hard on main storyline as, i guess, you're doing you'd miss all the fun, the main quest line is pretty poor.

I still have no idea how to enchant on my own, I wish some1 would take the time to explain it to me.

I do not think I am following the storyline that much. I am doing a lot of fighter guild quests and always solving various quests I stumble upon.

I am about at the same place in the main story as you are. I don´t see though why you have to enchant an item with levitation yourself, you should have gotten a pair of pants with a 30 sec levitation spell in the cavern of the Incarnate from one of the ghost of the false incarnates.

Just drag filled soul gem onto your picture in inventory screen (as if you're going to equip it). You'll be asked if you want to recharge an item or create a new.

Yup. Very safe.

In the any Mages Guild, one of the NPC will have the ability to enchant. It costs a lot of money and you will need a soul gem with a soul.

Most of Temple shrines has one as well, the Houses have ones of their own in their capitals (not sure about Hlaalu, though). Not that it matters, of course.

Personally I find alchemy boring so I still think constant effect specialty rings and amulets with the desired spells are the way to go - levitation, water breathing, night eye, etc.

I'm more inclined to constant effect enchanting myself; we had quite a few debates on enchanting vs alchemy in the early days. Still, don't underestimate alchemy.... the potions you can make with 100 alchemy and 100+ intelligence are capable of magnitudes far higher then can be managed with CE enchanting.

Potions are also a more easily available money stream then soulgems are. Soulgems with ancestor ghosts are easily worth 30 times as much as a single potion, but getting a large, steady supply of common soulgems can be a hassle. Whereas alchemy ingredients are incredibly easy to come by -- and do sell for a few hundred by the time you max your skill.

BTW, if it's not changed by some later patch (i do not fix what's not broken for me), you can never get an item with so strong and, what's more important, long lasting effect as with potion. Constant effect is great, but there're limits on amount set by item capacity. And you can never make restore magicka item because there isn't such spell in open (save if you're tampering with TES CS).

Just keep visiting Tel Branora ;) I often come here, load up with gems and then make recall back to my store. 100 or so Common and 200 or so Petty (there's almost no use for Lesser, though), then i can live a week or so going hunting and making cash, mostly in Caldera. There's a nice tomb near ;) , mostly inhabited by Daedras of different sizes (Tombs are three sorts, you know - with undead, Daedras and vampires inside). Some Scamp or Clanfear or Dremora is there on almost each visit, in one room Bonelords just love to pop up, ever not mentioning Golden Saints at higher levels.
