BTW, chapter 3 starts when you choose a side in the guild war...

Have you payed Gaelan Bayle the money he asks you for once you meet up with him (asked for in the beginning of chapter 2) and have you seen the following sequence with Irenicus and Imoen in spellhold?
If yes, then you are already in chapter 3. Try using the key Gaelan gave you and go to the Shadow Thieves Headquaters in the docks, once inside, go straight to the right into the small room that seems a dead end, there's a secret entrance there you can use the key to open. Try to find a guy named Aran Linvail, and do the quests he tells you to, that will bring you to the answer of your question.
