is a higher number better for saving throws? and what is the 2nd number in ( ) for?

the lower the better and I think the second number shows your base saving throws

the (x) numbers display your negative or positive saving throws modifiers. If you're wearing a Ring of Protection +1 then you'll see a (-1) beside all of your saving throws, since +1 Saving throws really means that they're lowered by 1.

so the first number is the base and the second is the modifier. so if i have 10(-1) that means i have a base of 10 and mod of -1 so i have a 9 saveing throw. right?

No, the first number shows your modified saving throws.

10 (-1) means that your total saving throw is 10, but the base is 11.
